Local Control and Accountability Plan (LCAP)

 

Local Control and Accountability Plan (LCAP) is intended to be a functional planning tool. It is a three-year plan that is updated annually. The plan describes the key goals for students and the specific actions taken to achieve those goals.
 

Based on state and local measures, the LCAP addresses the needs of all students, including specific student groups, specifically English learners, foster youth, and low-income students. In addition, the LCAP must address the state of California's eight priority areas that include student academic achievement, school climate, student access to a broad curriculum, and parent engagement.

The LCAP is a critical part of the new Local Control Funding Formula (LCFF).

Every California school district, county office of education, and charter school must have a 3-year Local Control and Accountability Plan. Each school district must engage parents, educators, employees, and the community to establish these plans.

​

The plans will describe the school district’s overall vision for students, annual goals, and specific actions the district will take to achieve the vision and goals. The LCAPs must focus on eight areas identified as state priorities. The plans will also demonstrate how the district’s budget will help achieve the goals and assess each year how well the strategies in the plan were able to improve outcomes.
